It’s closed to warships of nations who are at war. Technically, the US could sail a surface action group into the Black Sea, as the US is not recognized (by Turkey, under the Montreux Convention) as being “at war”.
Just tie them up to some elephants and drag them across the Caucasus. Hannibal did it 2000 years ago, surely Russia is more skilled than ancient Carthage
So I’m looking up how many elephants they would need, and so far it’s a lot.
Or create a new canal from Northern Russia to the black sea…
