Democrats getting both houses of congress is not implausable, assuming we still have elections in the future.
Packing the supreme court isnt hard, just need the democrats to find their spine. And they could just rebrand it as “Balancing The Court” for PR purposes.
Now finding the states that add up to 270 electoral votes to join the i reinstate conpact, that is the biggest hurdle, but the downballot effect should win enough state legislatures if democrats win congress. Right now we’re 77% of the way there. One reason I speculate why they remaing swing states havent joined is becauss they want to wait until theres a friendly congress and supreme court before trying, because there will be legal challenges to it. If congress and supreme court are in control, then I could see swing states quickly joining the interstate compact in rapid succession.
We can kinda get rid of it via National Popular Vote Interstate Compact.
First democrats need a majority in both houses in congress, as well as packing the court with more liberal judges.
Then have enough states with the required electoral vote threshold join the interstate compact.
Then have congress approve of it.
Then get the supreme court (now with liberal majority) uphold the interstate compact and rule that subsequent congressional sessions cannot revoke it. (Its currently implied that congressional approval of interstate compacts cannot be revoked, but has never been court tested)
Voila, you get popular vote. For as long as states dont start leaving the interstate compact. But at least you dont need 3/4th of state legislatures.

Signing a petition is public, who you cast your vote for is private.
If there were any doubts on the signatures, officials can contact the people who signed and verify that they did sign. How do you verify a secret vote without ruining the secrecy?
I mean you can have online voting if you cast a ballot thats public, and it’d be verifiable, but then we go back to the 1800s in the US where threatening voters is a thing.

There are different versions.
One is where they sell the cellebrite device to law enforcement.
Another where the cellebrite device remain in control of cellebrite, and law enforcement has to send the phone to cellebrite.
Unless you actually work for cellebrite and got access to their more advanced tools, which then I doubt they would let you share the details of since that must be breaking some non-disclosure agreement.
There shouldn’t be a need for pro forma sessions in this era. The rule regarding no more than 3 days of adjournment is because back then, congress was considered a part time job, while the president was a full time job. So the president need to be able to make recess appointments because the government need to function even if congress is on vacation. In the modern world, with near instantaneous communications, this rule is unnecessary. Congress can take a 4 day break or even a week break, and vote to confirm appointments via virtual meet if they wanted to.
I mean the electoral college thatvote in December is in a way already kinda a pro forma session when you think about it. The electors used to actually vote, now they just rubber stamp what the people in their state actually voted for, and if the popular vote inter state compact passes, its even more of a pro forma session. Like the president would technically be elected by the electoral college, while actually its de facto a popular vote. The electoral college would never really go away since 37 states agreeing is almost impossible. Just like this congressional pro forma sessions, since changing the text of the constitution is too much of a hassle.
